“The Role of Southeast Asia Countries in Conflict Resolution in the Middle East”

 

 BACKGROUND Of THINKING

Since a long time ago up to the present, there are many conflicts among the countries in the Middle East. The conflict between Palestine and Israel becomes the triggering factors which causes  conflicts among the  Middle East countries which occur many decades. The condition is known as the Arab Spring to describe the un peaceful condition in the Middle East . The phenomenon of the Arab Spring affects Tunisia, Egypt, Libya, Yemen, and Syria, which extended series of conflicts in the Middle East.

In this context, the countries in South East Asia which is incorporated in the Association of South East Asian Nations (ASEAN) certainly should not remain silent on what is going on in  the Middle East. There are many reasons  for the ASEAN Member countries to participate in the  conflict resolution  in Middle East, such as  :

First, the conflict in the Middle East is a humanitarian conflict. The Conflict in the Middle East has caused civilians, such as children, men  and innocent women become victims of war and conflict of interest. The supply of food obtained by the victims of these conflicts are very limited. There is no peaceful place to live, their life are threatened by the effects of the conflicts. Therefore, in the sake of humanity, the conflict in the Middle East should be terminated.

Second, there are a lot of human rights violations during the conflict in the Middle East.  The violation of human rights are  contradict with the Universal Declaration of Human Rights, such as, the right to life, to liberty, the right to security and other human rights which are stipulated in the other instruments of human rights, such as ICCPR and ICCES. Therefore , as  states  which upholds the dignity and human rights, are obliged to contribute to the realization of peace in the Middle East.

Third, all ASEAN member countries are members of the United Nations. As member states, the ASEAN member countries  are entitled to have  voice to promote and to maintain peace in the Middle East. The United Nations have to be encouraged continuously  to be more active and progressive in embodying peace in the Middle East, since  the existence of the United Nations is to maintain peace in the world, including in the Middle East.

Based on the above considerations, Faculty of Law, Universitas Islam Indonesia considers that this issue is very important to be discussed  in international seminar. Southeast Asian countries should be able to participate in this humanitarian mission. It is the  time for the  Southeast Asia countries to have a role in the international political environment in order to maintain and promote world peace, particularly in the conflict resolution in the Middle East.

Through the international seminar, it is expected to enhance the knowledge and understanding of the community that the member countries of ASEAN are not absent from the conflict resolution in the Middle East, but they really concern to the conflicts. Thus, by the international seminar is  expected to raise public awareness, particularly the academics, on the issue of conflict in the Middle East.

THE OBJECTIVE OF THE INTERNATIONAL SEMINAR

The main objective of the international seminar are :

  1. To analyse the political map of foreign policy in  Southeast Asia Countries regarding their  role in the conflict resolution in the Middle East.
  2. To analyse to what extent the role of Southeast Asia Countries in

the conflicts resolution in Middle East

  1. To provide new discourse regarding the possible role conducted by

Southeast Asia Countries in the conflict resolution in Middle East.

  1. Keynote speaker: Dr. H. Abdurrahman Mohammad (Deputy Minister of Foreign Affairs of the Republic of Indonesia)

Indonesia’s role in the conflict resolution in Middle East that can be divided into two categories, namely: the role of state and non-state actors which should be explained comprehensively.

  1. Jawahir Thontowi S.H., Ph.D ( Senior Professor of the Faculty of Law, Universitas Islam Indonesia)

Sub Theme : “ Indonesian Foreign Law Politics  in the conflict resolution  in Middle East”.

It  is well known,  that the Indonesian foreign policy is independent and active. The Indonesian independent and active foreign policy causes Indonesia has a freedom to determine  the  neutrality of its policy , thus Indonesia is free from any block trap  particularly at a time when the Cold War was still going on.  Up to the present, Indonesia still has a freedom to  be actively participate  in promoting the efforts of  peace keeping  in the world. According to Mochtar Kusumaatmadja, the  Indonesian independent and active foreign policy means that Indonesia is not in favor of  other countries interest  that are not in line with the values of Pancasila. Indonesia continues to be active in conducting foreign policy, and actively responses to various events occurred in the international community. However, it is interesting to be  discussed  how is the politic of law regarding the  foreign policy of Indonesia  at the present compares to the situation at the Old Order which is more progressive and active.

Sub – Theme : “Global Political Map and Position of Southeast Asian Countries in the  Conflict Resolution in Middle East.”

The conflict in the Middle East is inseparable from the global political conditions. The strength of the powerful countries and superpowers, such as  the United States and Russia interfere the conflict. The conflict of interest of the powerful countries makes the conflict in the Middle East more complicated and    difficult to be resolved.   Political lobbies to  gain peace in the Middle East often bounces off the back due to the  strong interest of the powerful states.  Of course,  this also impacts the efforts of other countries that  want to realize peace in the Middle East, such as Indonesia and other countries in Southeast Asia. Therefore, knowing the global political map in the political context of peace in the Middle East and positioning Southeast Asian countries, it is  urgent to solve the conflict in the Middle East.

  1. Victor Matthew Kattan (Senior Research Fellow at the Middle East Institute and an Associate Fellow at the Faculty of Law at the National University of Singapore)

SubTheme : “How Can ASEAN States Help the Palestinians?”

Singapore is one of the important countries in Southeast Asia. The range of 2009 to 2010, Singapore and even directly involved in efforts to resolve the conflict in the Middle East. When the Japanese initiative to invite Indonesia and other countries in East Asia to participate in the resolution of conflicts in the Middle East. Japan offered to cooperate in the project is multi-track both at the government and private sectors and involves a combination of approaches bilateral, multilateral, or a combination of both involving Malaysia and Singapore. Thus it becomes important to know how the attitudes and foreign policy of Singapore is currently in the conflict resolution in Middle East.

  1. Mohd Hisham Mohd Kamal (a Lecturer Kulliyah of Law, International Islamic University Malaysia)

Sub-theme : “The Attitude and Malaysia’s Foreign Policy in the Conflict Resolution in the Middle East.”

Malaysia is one of the important role in the conflict resolution in the Middle East. Malaysia even directly involved in efforts to resolve the conflict in the Middle East. When cipate in the resolution of conflicts in the Middle East. Japan offered to cooperate in the project is multi-track both at the government and private sectors and involves a combination of both involving Malaysia and Singapore. This it becomes important to know how the attitudes and foreign policy of Malaysia presently in the conflict resolutions in Middle East.
