Corruption in the Time of Pandemic as Violation of Human Rights

an incurable disease in Indonesia: weak law enforcement and cultural factors. The social fund corruption case is one of the corruption cases that is contrary to human rights. The corruption case was carried out by taking unlawful profits from the Social Assistance Fund to communities affected by the Covid-19 Pandemic. For this reason, this study examines whether corruption committed during a pandemic is a form of human rights violation? And what are the approaches to categorize corruption as a form of human rights violation? Using normative legal research methods, this study concludes that corruption crimes committed especially in terms of handling a pandemic can be categorized as a form of human rights violation. To measure for human rights violations, it is necessary to observe about the realistic victim of the crime and whether the acts of corruption carried out have an impact on the fulfillment of rights as regulated in laws and regulations in the field of human rights and international agreements in the field of human rights that have been ratified by Indonesia.
